one that can change the color of your eyes with real eye colors not the colors you find on paint.

Photoshop is not free. However, there are several legal, free Open Source programs similar to Photoshop.

there are several versions of Gimp out there, one of them is a rework called Gimpshop designed to look more like the Photoshop interface.

Whatever version you get, it will take some time to learn how it works, so be patient. None of the decent photoeditors are instant fixes.
