Why in my photoshop does my fill color go out of the selection bar?

I have Photoshop Elements

When ever i make a selection (the lines that "pulse") and i try to fill them, it does a weird fade outside of the selection box. HOW DO I STOP THIS? I'm tired of trying to make a simple box that doesnt look like it is fading away.

P.S. samething happens when i cut/copy something

You dont have "feather" at 0 at the top when u select the selection tool.
