I am using photoshop on campus and I don't know what setting it has, but I am only using the brush option. I set the color to a color I want on the color palette, but for some reason the color that ends up showing up on the color icon and the color that comes out when I paint is not the color I want and seems to be a grayed and in fact all colors seem to end up in this weird grayish lavendar color. When I click on the icon to go to the color palette, the color I had chosen is still set.

Had the same weirdness the other day and the transparencies were ok, though it was text layer.
First try playing with layer transparency (if you are painting on the background convert it into layer by double-clicking on it)
if you see your colors starting show up instead of the gray you are getting, switch the image mode from RGB to CMYK and back to RGB. it helped me, hope it helps you.

Have you checked for pantone color in the swatches or exact cmyk color? Check the percentages of your colors in cmyk to make sure you get the exact color your wanting to print.
I think you do not use foreground color. Or maybe the transparency of the color is set on 0. Check the settings.
