I think that fauxto.com (first on the list) is best - it's almost like a full version of photoshop online. It should have the tools you need to select certain areas and apply effects. (Of course, photoshop will be online soon, but not for another few months.)
try www.download.com, type in photoshop in the search bar, theirs a few programs for free you can try.
